Principles of the UPR in HRC Resolution 5/1 states UPR must Not be overly burdensome to the concerned State or to the agenda of the Council; When it comes to the UPR, implementation of the reccomendations cannot be enforced, as it depends on every state’s domestic framework, on whether such recommendations are vital for the upbringing of Human Rights in their particular country. Follow up of review of 5/1 UPR also mentions The international community will assist in implementing the recommendations regarding capacity-building and technical assistance, with consent from the party involved. What CAN be done, is to effectively recommend different ways on how governments willing to implement these recommendations, can do it effectively. Relying on multiple governmental agencies, Who are collectively responsible in implementing certain factors, regardless of the theme or recommendation. When this is being implemented by the government, effectively overlooking and monitoring is needed. There exists organisations like the Leadership Conference on Civil and Human Rights, which contains over 200 human rights organisations and NGOs to look over proper implementation of recommendations.
